About the Environment & Waste Department
This department is part of our City Services Division, and is responsible for building a sustainable City through the facilitation, promotion and adoption of a proactive approach in the use of our natural resources.  The department also looks after the City's waste management program including the operation of our landfills, transfer stations and resource recovery centres.

About the role
Assist Council and the community to ensure that biodiversity and natural landscapes are retained, protected and enhanced. This will be achieved via development and delivery of capital and on-ground works, strategies and adherence to legislation.

Management of external consultants and contractors will be required for the planning, programming and delivery of capital and on-ground environmental works. The incumbent will work closely with community groups, government departments and service providers.

The role will be to develop strategic documents to provide Council and other stakeholders with information and mechanisms to deal with challenges associated with climate change.

This is a temporary full-time position for 24 months.

Key responsibilities

1. Role model and promote Council values in all aspects of duty.
2. Ensure native vegetation, retention, protection, enhancement, and re-vegetation, with a goal of improving the extent and quality of habitat and biodiversity values (flora and fauna) along the coast, the nearshore marine environment, rivers, wetlands and conservation reserves.
3. Assist in preserving important landscapes to protect and improve amenity and natural values, while managing risk associated with public land, infrastructure, erosion and land instability along the coast, the nearshore marine environment, rivers, wetlands and conservation reserves.
4. Project manage and supervise contractors undertaking on-ground works and consultants engaged to provide technical expertise within environmental areas, involving infrastructure maintenance, capital upgrades and replacements, and land remediation.
5. Prepare strategies, policies, asset/reserve management plans, guidelines, project briefs, scope of works and/or specifications, to protect environmental assets and deliver facilities/infrastructure, while adhering to planning mechanisms and frameworks that relate to Council’s Environment programs.
6. Prepare, monitor and review budget for the delivery of capital works in environmental areas erosion / landslide control, coastal infrastructure, dredging and beach cleaning and secure external funding through relevant grant programs.
7. Effectively liaise with environment groups to assist with environmental rehabilitation works, planting days and community events.
8. Act as one of Council’s advisors and supervisors of capital works projects, erosion and landslide control in environmental areas.

Key selection criteria

1. Tertiary qualification in either Engineering, Natural Resource Management and/or Environmental Sustainability with several years’ experience in the same or like fields and/or post graduate qualification.
2. Demonstrated experience protecting and enhancing biodiversity and landscape values with a goal of improving their extent, quality and amenity where applicable.
3. Demonstrated experience in project and contract management, business qualification would be highly regarded.
4. Demonstrated ability to communicate effectively with diverse groups, both verbally and in writing.
5. Ability to work effectively with a large range of internal and external stakeholders.
6. Sound knowledge of the Victorian Planning System within local government.
