Reporting to the Manager People and Culture with a dotted line to the CEO, this position works across organisation in an integrated manner, seeking input, sharing ideas and providing strategic input into organisational culture and transformation priorities to ensure the successful development and implementation of culture, capability and change strategy and interventions that are aligned to Council’s goals and objectives.

The position provides strategic leadership expertise in organisational culture and effectiveness in support of a People Plan that brings together culture, engagement, organisational change and design levers. The role uses a deep data-led understanding of Darebin’s culture and will ensure a pragmatic approach to improving cultural outcomes that can be clearly measured.

More specifically the Executive Lead Culture Capability and Change will:

  • Lead the Culture Capability and Change team to deliver on development and implementation of culture, capability and change strategy and interventions
  • Advise on appropriate methodologies and solutions for employee engagement, organisational design and development and change to drive and enable culture
  • Lead implementation of Darebin’s new Capability Framework and lead design and implementation of programs and initiatives that ensure capability development and create sustained behaviour change, including leadership development
  • Build and foster a culture of organisational progress and performance supporting the progressive development of the Performance Planning and Review framework, embracing best practice
  • Lead the development and ongoing enhancement of Council’s Workforce Plan, including strategies and solutions to enable culture, capability and performance to deliver on the Council Plan through effective engagement and leadership
  • Through strong partnership, oversee and govern the implementation, embedding and evolution of organisational change interventions, including the Darebin Change Journey program, adjusting the course as required
  • Oversee execution of Council’s Recognising and Rewarding our People Program to achieve its stated purpose in line with the organisation’s strategic objectives
  • In collaboration with key stakeholders, actively enable implementation of Darebin’s Workforce Diversity and Inclusion Strategy and Plan and champion implementation of the Aboriginal and Torres Strait Islander Employment Strategy and Action Plan.

This is an opportunity for an energetic, decisive, and creative forward thinker looking to have a driving role in a culture, capability and change agenda in support of an ambitious and progressive People Plan.

To be considered for this position you will have substantial experience and expertise in a similar executive level position within a complex organisation with particular strengths in organisational culture and capability development. The ideal candidate will have qualifications in a relevant discipline and superior understanding of change management concepts. Highly developed communication and problem-solving skills with the ability to effectively manage complex and sensitive situations will see you be successful in this role. Key to the position is an ability to manage a dynamic workload with competing priorities and operate effectively under pressure.
