Procurement Specialist

An exciting opportunity has become available for an experienced Procurement professional (Band 8) to join one of Victoria's fastest growing Council's.

With an operating budget in excess of $300m you will play a vital role preparing, negotiating, interpreting and managing contracts of signification size and complexity.

Being commercially astute with proven strategic and operational experience in a procurement and contract environment, you will be able to add value to the organisation through the implementation of procurement best practice principles.

In this permanent full time role, you will coordinate and manage relationships across a range of stakeholders, possess sound analytical skills and negotiation skills with strong attention to detail but also be able to adopt a pragmatic approach when required.

You will also be a team player who is highly motivated, innovative and with strong communication skills. Having strong negotiation skills, the ability to adapt and manage competing priorities and an understanding of the Local Government Act is highly desirable.

Working across high value, significant and complex contracts, the key accountabilities will entail:

  • Developing a Strategic Procurement Plan in consultation with all department managers for annual supply requirements and the 5-year Capital Works program (>$400m).
  • Maintaining a category management spend register in order to identify opportunities for obtaining value for money for Council by ensuring that large and ongoing expenditure is leveraged.
  • Advising management and staff on best practice procurement arrangements and undertaking tendering and purchasing support services to the organisation.
  • Developing and writing contract specifications and compiling tender documentation.
  • Establishing and maintaining a comprehensive contracts register and contracts management system with appropriate follow-up of cyclical events, renewals of certificates, contract extensions and variations.
  • Developing and maintaining a range of Key Performance Indicators for monitoring Council's procurement and contract management performance with Quarterly reporting to the Executive Management Team.
  • Providing advice on Council's procurement principles, policies, legislation and administration to internal and external stakeholders.
  • Providing leadership, training and management of the Procurement Unit.
