Team Leader – Strategic Assets

The role
Randstad Recruitment has partnered with the Greater Shepparton City Council for the recruitment of a Team Leader – Strategic Assets. This is a great opportunity for an experienced Assets Team Leader to manage the Councils GIS and Assets Management team. You will be working with an experienced team of Asset, GIS, Property and Engineering professionals and will work together to ensure the Councils obligations are met in accordance with Local Government Act 2020 and Council’s strategic asset management framework.

The Team Leader – Strategic Assets will:

  • Manage the GIS and Assets teams to achieve performance objectives.
  • Mentor and develop team members
  • Contribute to the development of Council’s Asset Management Strategy and other relevant organisational and departmental plans and policies.
  • Develop, implement and maintain a contemporary Asset Management framework and comprehensive sustainable asset management practices, and lead the development of asset renewal construction work programs for handover to the Project Delivery Department.
  • Ensure the Asset Strategy and framework is interconnected with the Council Plan and Ten Year Financial Plan.
  • Provide technical advice, options and reports on GIS and Asset Management issues raised within Council.
  • Develop Council policy and procedures related to the management of Council’s GIS and Assets
  • Oversee the management of Council’s property portfolio including acquisitions, leases, purchases and sales
  • Manage the implementation and compliance to Council’s Property Activity Management Plans.
  • Ensure compliance with reporting obligations under relevant legislation and Council direction.
  • Deputise for the role of Manager Engineering and Assets as directed.
  • Ensure the Property, GIS and Asset teams are sufficiently resourced with clear development planning and succession planning in place.
  • Represent Council as required on advisory committees or other relevant functions and meetings conducted by external agencies including presenting to internal or external stakeholders.
  • Provide high-level support to the Manager Engineering and Assets, including reporting monthly on expenditure of the departmental budget.
  • Engage and oversee specialist consultants and contract management professionals as required in accordance with Council’s procurement guidelines.
  • Facilitate a culture of continuous improvement in departmental processes, practices and service delivery by undertaking regular review and development of management policies and procedures and updating as required.

What you will need to be successful

  • Tertiary qualification in Asset Management, civil engineering or related discipline with demonstrated experience in managing and mentoring a team of professional and technical staff.
  • Knowledge of contemporary asset management practices and proven ability to implement new strategies.
  •  Demonstrated high-level verbal and written communication skills, including the preparation of reports, and ability to present to a wide range of internal and external stakeholders.
  • Experience of Deliberative Engagement with Communities in accordance with the Local Government Act 2020.
  •  Proven ability to analyse large amounts of data and provide expert advice accordingly.
