Western Downs Regional Council has taken a strategic approach to rebuild, grow and service the 23 townships and 99 communities within our region and has seen the region gain the mantle of the ‘Energy Capital of Queensland’, while still maintaining its rich agricultural heritage. With the regional economy continuing to grow at a higher annual rate than the rest of Queensland, Council is searching for a CEO with the strategic vision, drive and leadership qualities to partner with elected Councillors to continue to build both the sustainability of Council, and resilience of the region.

With an annual budget in excess of $318M (incl $100M capital); managed assets with a total value of over $1.58B; Queensland’s largest rural road network (7,729km) across a region measuring 38,000 square kilometres; an extensive water and sewage network (668km); one of the largest Cattle Saleyards in Australia; a residential gas network (111km); aged care facilities; and a workforce of circa 840 (758 FTE) employees delivering a comprehensive and complex range of services to businesses and 44,000 residents (including over 10,500 FIFO); you will possess exceptional strategic skills and business acumen, acquired in a diverse community-based organisation.

Equally, your experience in transforming the culture of a large multi-disciplinary organisation to develop dynamic capability and align internal systems and structure to corporate strategy will be required to positively impact the three major challenges faced by Council and the region. Namely to:

  • Gain an optimal level of resilience throughout the region as community populations and energy sector activity increase at an exponential rate of growth;
  • Achieve financial sustainability within Council in the mid to long term; and
  • Innovate and adopt contemporary technologies in order to further the delivery of value added services.

To be successful, you will be personable, able to build relationships, confident, values-driven, demonstrate excellent communication and presentation skills, and display a genuine affinity with all communities; and use these skills to motivate the performance of the leadership team to deliver an uncompromising focus on quality service delivery.
