How this position will Make the Difference to City of Melbourne…
Local government rates is a specialist discipline and as the Rates Manager you will be expected to be the corporate lead in this regard, as well as manage and lead a small but significant team of rates professionals.
The critical importance of accurate property, financial and people data will be your responsibility whilst ensuring corporate adherence to procedures. You will also be responsible for the coordination, controls and reporting on all aspects relating to the collection, receipting and banking of rate revenue owing to the council and ensure that Council operations reflect sound financial management practices in cash management and debt recovery.
You will be required to engage in regular and direct communication with major external stakeholders to negotiate, influence and guide conflicting interests to a common outcome. Substantial skills in decision making and convincing others are required to navigate complex financial discussions. In addition, you will develop policies and methodologies to ensure Council’s current requirements are met and that future opportunities are both identified and implemented to determine that Council and its customers gain the maximum benefit from emerging technologies in the bill pay area. You will be a high level specialist with exemplary communication skills tasked with managing Council’s primary revenue stream.

Ability to demonstrate and display City of Melbourne Values – accountability, integrity, courage, respect for self and others, and striving for excellence
- Tertiary qualification in related discipline such as Commerce, Property or Finance. Alternatively, extensive experience in a Local Government rating or related environment and a proven knowledge and understanding of property, financial and rate systems

Proven leadership capability and experience, including leading by example and consistently working towards a constructive culture

Highly developed written and oral communication skills, together with the ability to liaise, consult and negotiate effectively

General management skills and experience covering management of small to medium teams, risk, safety, quality and continuous improvement

Technical expertise coupled with excellent understanding of the legislative provisions specific to council rates and charges
-
A commitment to high work standards and results oriented focus

Proven track record leading highly effective teams.
