How this position will Make the Difference to City of Melbourne…

This position supports the Animal Management Coordinator in the delivery of animal management services to the community, which includes increasing pet registrations, park patrol strategies (proactive and reactive), pet owner education including the production and delivery of responsible pet ownership events annually. The role is part of a proactive team that is responsible for educating and enforcing responsible pet ownership.

The position is responsible for the registration and auditing of domestic animal businesses (e.g. - Pet shops, animal shelters and pounds and boarding establishments) against various codes of practice and leading serious investigations relating to dogs attacks and restricted breed dog management; coordinates complex issues and is responsible for the issuing of infringements and legal proceedings; assists in the co-ordination of the contracted service provider and the delivery of the animal collection and pound services; and contributes to  Council’s functions under the provisions of the Domestic Animals Act 1994 and assists council’s delivery of the Domestic Animal Management Plan.

The Senior Animal Management Officer will be required to administer responsibilities under the Domestic Animals Act 1994, Prevention of Cruelty to Animals Act 1986, Activities Local Law 2019 and other Branch/Corporate policies in order to educate and enforce Responsible Pet Ownership both proactively and reactively. .

This position provides an important link between practical field experiences and ensuring effective policies, practices and procedures are in place.

What you will bring… (Selection criteria)

  • Ability to demonstrate and display City of Melbourne Values – accountability, integrity, courage, respect for self and others, and striving for excellence. 
  • Tertiary qualifications in a related discipline such as Certificate IV Local Government (Statutory Enforcement) and (Animal Regulation and control) or equivalent level of relevant experience.
  • Substantial experience in animal management with proven knowledge of and ability to interpret, legislative and regulatory frameworks relating to all relevant regulations, Acts or local laws with demonstrated knowledge of interview techniques, evidence collection and Court and Victorian Civil and Administrative Tribunal procedures.
  • Excellent interpersonal, verbal and negotiation skills including proven ability to engage key stakeholders in public forums, information sessions and other community events.
  • Demonstrated skills in conflict resolution and the ability to remain calm, objective and in control when dealing with issues and concerns.
  • Proven written communication and ability to prepare reports to a high standard of accuracy and detail including briefs of evidence, legal documentation and correspondence.
  • Ability to adapt to a dynamic work environment with a flexible and positive approach to change and personal learning and development.
  • Intermediate computer skills including ability to use customer databases, the Microsoft Office range, including Word, Excel, PowerPoint and Outlook and other technologies used in investigation and enforcement activities.
  • Current Victorian Drivers Licence
