About the Social Planning & Investment Department

This department is part of our Community Life Division, and is responsible for the management of the City's social infrastructure across community planning, policy development, business development and focused marketing, and the identification and review of future social investment opportunities.

About the Role
This position is pro-active in assisting with the prompt and comprehensive responses to planning referrals, policy and technical advice on a range of Open Space Planning issues.

The position is responsible for monitoring the construction of sport, recreation and open space assets by developers and ensuring the compliance of these assets with planning permit conditions, endorsed landscape plans, section 173 agreements and developer contribution plans.

In addition, the position ensure assets constructed by developers are captured in Council’s corporate asset management systems including the Geographical Information System and Asset Registers.

Some of the key responsibilities in this role, will include:

  1. Leading the provision of recreation and open space input into statutory planning applications and strategic planning initiatives.
  2. Ensuring assets constructed by developers meet agreed Council standards and are captured in Council’s corporate asset management systems including the Geographical Information System and Asset Registers.
  3. Undertaking site inspections of urban and rural land developments and ensuring compliance with relevant planning permit conditions, section 173 agreements, developer contribution plans, endorsed landscape plans and developer maintenance/management agreements.
  4. Assisting in the development and implementation of Council policies and strategies in relation to Recreation and Open Space planning.
  5. Managing, implementing and reporting on Sport, Recreation and Open Space projects being delivered by developers.
  6. Providing strategic advice to the Coordinator and Manager as required.

About You

To be successful in this role, you will require:

  • Tertiary qualifications in Landscape Architecture or a relevant discipline with several years’ experience in recreation and open space planning.
  • Advanced communication/negotiation skills with an ability to represent Council in public forums and to negotiate win-win outcomes.
  • Demonstrated ability to develop professional relationships with a wide range of internal and external contacts.
  • Sound knowledge of the Victorian Planning Scheme and its application in open space planning within a Growth Area.
  • A sound contemporary knowledge of recreation and open space planning principles and challenges associated with urban development and population growth.
  • Highly developed project management skills including experience in construction management.
