Brisbane City Council has "missed the point" of an NBN inquiry and has been asked to make another submission.

During the federal government inquiry earlier in the week, the council's economic development manager David Jackson outlined how a national broadband network could operate.

He discussed pricing structures and recommended there should be few retailers, if any, and how a NBN would benefit small and medium businesses.

The submission was drawn from several years of studies and research the council conducted in considering rolling out a similar NBN in Brisbane.

However, after a 50-minute submission, the inquiry's chair Sharon Bird told Mr Jackson the council had missed the point.

"You've put an awful lot of time and effort into thinking of models and structures and, obviously a lot of experience, and yet I don't get a sense of why you did it for this submission," Ms Bird told Mr Jackson.

"Our terms of reference is about when this thing rolls out - what do you want to do with it?"

Ms Bird asked Mr Jackson to front the committee again to discuss what benefit the council saw in having a NBN in Brisbane.
