Dubbo Regional Council has voted to remove the allowance paid when its mayor takes extended leave.

Just over four weeks ago, Dubbo’s Mayor Ben Shields suffered a medical episode, leading to his immediate hospitalisation. He had to be flown to Sydney after being diagnosed with pneumonia, where part of his lung was removed in a life-saving treatment.

Reports say he has since been discharged from hospital and is now recovering at a private facility.

In his absence, Acting Mayor Stephen Lawrence says council held a vote to clarify the rules for mayoral benefits.

Cr Lawrence says the council decided on new rules that mean; “If you are the mayor on extended leave and someone is acting in the position of mayor then your fee is allocated to them”.

“It simply makes sense. It is consistent with community standards and other councils do it.”

It means that Cr Shields will continue to receive his councillor salary, but his mayoral remuneration will go to Cr Lawrence.

The acting mayor says he will donate the money to charity.

Cr Greg Mohr voted against the motion, which he described as “gutless” and “disgraceful”.

“We've had councillors on extended leave previously, they've had their full entitlement of their salary,” he said.

“They should really have a good, hard look at themselves; they're affecting one person and one person only.”

Cr Lawrence said he would not let emotions affect the business of council.

“I will simply not be swayed by emotionally manipulative statements, rather I will continue…to comply with our oath of office and make decisions in the best interest of the community,” he said.
