Major changes to plot ratio under the City Planning Scheme No. 2 are now in effect, following gazettal of Amendment No. 24 and Amendment No. 25.  

Lord Mayor Lisa Scaffidi said these changes help to maximise the development potential of the city and enhance our standing as a world class capital city.

Amendment 25 increases the maximum plot ratios across large parts of the city.

Lisa Scaffidi said these increases will encourage a greater intensity of development around the city’s train stations and town centres, helping the city to grow in a sustainable manner.

“To encourage more housing in the inner city core, the changes now allow for additional plot ratio for residential developments in this area,”

“This will help to extend the liveliness of the CBD beyond business hours, as inner city dwellers will make the most of the restaurants, cafes and culture after dark,”

“In addition, bonus plot ratio is being offered to encourage the provision of hotels and other short term visitor accommodation within the city.”

“This is a significant incentive, which the City hopes will assist to address the existing hotel shortage in the city, making Perth a more attractive tourist and business destination.” Ms Scaffidi said.

Amendment No. 24 affects the Hamilton Precinct, which lies to the north of the City West train station in West Perth. 

Lord Mayor Lisa Scaffidi said this precinct has considerable potential to become a high quality and sustainable mixed use area, which complements the Perth CBD. 

“Located close to public transport, it is envisaged that this area will become an engaging environment for both residents and city workers,”

“To assist the transformation of the Hamilton Precinct, Amendment 24 has increased the maximum plot ratio and made changes to the building height and setback controls,”

“Additional or bonus plot ratio has also been made available within a large portion of the precinct,” 

“This will be granted to developments that make provision for a range of public infrastructure and facilities within the development area, which will further enhance the amenity of the precinct as a whole.” Ms Scaffidi said.

* Plot ratio dictates the amount of floorspace allowed on a site and is expressed in the form of a ratio of floorspace to the site area. For example, a site of 1,000m2 with a plot ratio of 5:1 could accommodate 5,000m2 of floorspace. A 40% bonus plot ratio would allow an extra 2,000m2 of floorspace if original plot ratio was 5:1.
