Planning amendment paves way for city change

The City of Perth has endorsed an amendment to the City Planning Scheme No. 2 and associated policies that propose changes to the built form controls across large parts of the city.
Lord Mayor Lisa Scaffidi said the changes will assist the City of Perth to guide developments to create an environment that is welcoming, engaging and functional.
“They also seek to ensure a high level of amenity within buildings and the public realm,” Ms Scaffidi said.
“The amendments will see that the city’s growth needs can be accommodated and that the City’s built form aspirations as outlined in the City’s Urban Design Framework are realised.”
The amendment to the City Planning Scheme No. 2 and associated policies;
• Refines the maximum height of buildings at the street to align with the hierarchy of streets.
• Specifies overall building height controls only in selected areas of the city where there is considered to be a need to protect the public amenity. In areas where there is no specific overall building height limit, other planning provisions along with broader development objectives will guide and control overall building height.
• Applies side/rear setback controls across the majority of the city, to protect both public and private amenity.
• Reviews street setback controls.
The City undertook extensive community consultation on the changes which resulted in a total of 41 submissions being received. Upon further review of the amendments the following key changes were made;
• application of a maximum building height of 70 metres (with no additional setbacks above 65 metres) to the land fronting Terrace Road west of Victoria Avenue;
• removal of the Goderich Design Policy from the policy changes associated with the Amendment (these need to be further considered and will be progressed separately in the near future); and
• alterations to the wording within the Building Height and Setbacks Policy to provide clarification on maximum building height principles and the application of variations and associated design measures.
The Amendment will now be referred to the Minister for Planning for approval and will come into effect on Gazettal.
